Yupp, it's probably like the beta, if I understood it correctly. Haven't really reda much about it though. You didn't play the beta, right?
Anyways,. try it out if you want, but I doubt you can login though, heh.. the morons, even though the beta stress test showed their server capacity was too low, they haven't prepared for everyone who wanna play.

Players on Starter Edition game licenses have the following restrictions:
Act I up to the Skeleton King is available
Level 13 cap
Matchmaking available only with other Starter Edition players
No Real Money Auction House access
I'm thinking of buying now that my plans have fell through this week-end, I should be getting alot of free time from now on.
