OH wait, its galaxies and their neverending struggle to add more content to the game by forgetting about the existing bugs. This is something I've seen for a long time, on outlier guild halls used as houses from time to time the election window pops up only on that guild hall, I ran as dupes a few times to pull it off the main toon but it didn't register.
